From the Rapla Rural Municipality website:
"From March 1 to April 30, the Rapla Rural Municipality will accept applications for the assignment of a municipal school by place of residence. Learn about the procedure for assigning a school by place of residence.
Applications can be submitted in the ARNO e-environment or in writing on paper or digitally signed. Send the application in paper form to the Rapla Rural Municipality Office (you can also come to the rural municipality and submit the application on site) or digitally signed to the e-mail address rapla@rapla.ee. The form can be found on the rural municipality website under forms (for download).
A child living in Estonia who has turned 7 years old before October 1 of the current year is obliged to attend school. If a parent wishes to send a child younger than the compulsory school age to school, they must contact the rural municipality education specialist (lea.leppik@rapla.ee) and inform them of their wish.
When submitting an application in the ARNO e-environment:
1. Log in environment ARNO. You can log in using your ID card, Mobile-ID and Smart-ID. If you log in to ARNO for the first time, you will also be asked for your email address and phone number. It is very important to fill in these fields, as these contact details will be used for further communication.
2. Submit a School Enrollment Application to the municipal government. Make sure that the academic year is correct. Fill in the necessary fields and submit the application.
After the end of the school enrollment application submission period (30.04.2026), applications will be processed. Parents will receive a notification about the school assignment to the email address specified in the application no later than May 20. After receiving the notification, the parent must log in to the ARNO e-environment again and decide whether they agree with the assigned place or not.
If the parent is satisfied with the offered place:
1. You must click the “Confirm school place” button, you will be asked again if you are sure.
2. Then the parent must in the ARNO e-environment, submit an “Application for admission to a primary school”. The school to which the offer was made is selected by default on the application and it is not possible to change the school from the drop-down menu. Once the application has been submitted, the application will now reach the specific school. The school will confirm the application and the parent will be notified of this again by email.
If the parent is not satisfied with the offered place:
1. The parent can refuse the offered school place by clicking the “Cancel school place” button. An application form will open, where the reason for refusal must be selected from the drop-down menu and, if desired, specify the reason for refusal in the comments field. NB: this is a complete refusal of the place. If you still want to get a place in a Rapla rural municipality school, you must submit a new application for school attendance.
2. “Transfer of child” button – with this application, the parent can notify the rural municipality government that the offered place is still not suitable and the official will review the application again.
The deadline for notifying the acceptance or refusal of the school place is 10 June 2026 (inclusive). If the assigned place is waived, the parent will find a school for their child themselves.
If a family with a child entering grade 1 moves to Rapla municipality after March 1, the parent will submit an application to the municipality government as soon as possible to assign the child to a school in their place of residence.
